No, I think people are born neutral. Neither good, nor bad.
Like the English philosopher John Locke said, people are a "tabula rasa", a clean slate in which anything, good or bad, can be written.
The actions and environment that we experience in our lives, specially during our childhood, shapes us and forms our personality, which becomes very hard to change once you've reached a mature age and the upbriging process has finished.
When we are kids, we are like a bunch of clay. It's our life and environment what shapes us.
That's why I think we should always take in account the context from where people come from, and not just hate baselessly. If we could all learn to understand each other and put ourselves in the shoes of the other person, this world would be a much better place.

As a professor of Anthropology, I have observed people from many cultures over many decades, and I have come to the conclusion that mankind, in general, is basically good.
If this were not the case, if mankind was basically evil in nature, we would have killed ourselves off millenia ago. But man continually struggles to improve his lot in life, and helps others along the way.
Fortunately, those who are basically evil, are the minority, and mankind has been able to overcome their influence to a large extent, but at great cost, both in lives and property.

Yes all are born innocents. But during the course of their life due to interaction, teachings, mingling with other people right from their own parents and home, the learn many things which automatically gets imbibed in their thinking and acting process and they behave accordingly.
