You can't. Unless your cell phone comes with free web connectivity, you'll have to do something unethical like leech off someone else's unsecured wireless network.
If anybody could get it for free, nobody would pay.

Everything is possible for $X amount of money...
Something that you may not realize is that all internet data transfer goes through AT&T or MCI cables that have already been placed throughout the country and under the sea with government permission. That alone cost billions of dollars in which you are paying with every phone or communication bill.

If you have control of the router, you can always be an *** and specify privileges for your local IP address, i.e. dedicate some bandwidth for yourself. But then, if you are asking for help here, you already do not know how to do that. So... no, not unless you pay for a separate connection for yourself. If you are complaining about speed, why do you have DSL Lite? Go get 7Mbps cable or something.
