I have a SIM card but its blocked but it wasnt my phone can I just buy a new card so I can have all of my information and numbers on it? or do i have to buy like everything a new phone or plan so I can get one

Yes you can. Provided it is for the same network or your phone is unlocked. It will have a new number.

However, if you ask your provider for a SIM, they should be able to give you one and you can keep your old number

if the Sim card is blocked then yes you can just put a new Sim in the phone. if the actual phone is blocked then there is no legal way of using it.
