How can I know if a degree offered by a University will be valid for most other universities. Is there any official website of a regulatory body? let's say for instance is a BS in English in Goldsmiths College recognized by Oxford if I wanted to do a masters?

The University needs to supply you with this information. ask the college who accredits them, then ask the college you may want to transfer to if they accept that accrediation. If your college lies about the accredidation and you have proof that they said they were, you can sue for all your tuition.

It should say all over the undergrad college's website. They're very proud of having things accredited. If they're not flaunting that, then they're probably not.

You should be able to find out at the school you are in.
