web designing is the physical appearance of the page. The colors, the layout, the pictures, etc.
Web programming is the back end, or behind the scenes things that you won't see. Such as the processing of a e-commerce cart, a log in, a validation. All of those things are programming.
design in the aesthetics of the page.

Web designers decide what the page will look like and how it will act or respond to user input. Think of it as just another form of graphic arts combined with database data flow. The web programmer takes the designer's idea and writes the code to make it happen.

They are basicly the same thing, but programing i think is much harder. Prgraming you just take the design a person has made and transfrom it into html and create the website. Designing though is you just design it and give it to a programer. Web designers are usually only in big companies like disney, cartoon network, ebay, amazon...etc. They both require the same degree.

and web designing referes to the actual layout of the site using html and css

basically, in my opinion at least, web designing is basically DESIGNING (making, "beautifying", etc.) sites and programming them. programming is just coding and things like that.
