There are several ways of looking at this. They smudge when you dont want them smudged, and the reason for this is you are human, so fingers, eyelids shutting , and general life movements and secretions smudge your makeup.
The other way is you smudge it yourself to create a certain look, yet at the end of the day , they can look tired and oversmudged because of the same reasons as the above.
So, whether they were meant to be smudged -- or not, keep on checking your face and do necessary repairs as you go through your day.
And stop making the face that says this"I am trying not toblink too much to keep my mascara and eyliner on perfectly", It makes ones face look like a dead persons face,
If you have to repair make up , so be it. Life happens.

it's a type of ink, so i guess if it's put on something like soft skin, it's prone to smudging

It gives your eyes more of a smokey look and that way it doesn't appear so thick on your eyes.

Sometimes it looks cool, depending on the person. alot of adult goths pull off the look very well with great clothing and ****.
when emo bitches do it, they look stupid because they're sitting on the floor of their local suburban mall.
