Reboot it while pressing CTRL-F11, which is Dell's "System Restore" option. It'll restore your computer to its original (out of the box) state. You will have to enter the Windows XP Product Key for your computer, which will be on the back of the system booklet.
Good luck!

Why would you buy a PC without the installation disks? Especially the OS.... duh

Get hold of Dell Support. There is a sticker on your PC with your Dell codes. They will need that info and will "sell" you an installation disk. I don't know how much they will charge you but is usually only $10 when you initially buy the PC. May be more if you purchase after the initial transaction.

After you have the Windows XP installation disk, come back here to Y Answers and I'm sure any one of us will help you reformat your hard drive. Back up all your data in the mean time.

Good luck.

Because when you format, you will lost everything including Windows, you'll need a legal copy of windows to reinstall.
-------------------------------------------------------------------------------
- As mentioned, if your PC has hidden restore partition, you can use it
or
- Request Dell send to you a OEM version copy of your windows (it's about $10).
- With this CD, you will able to format and reinstall your windows.

Do they not install a rescue disc to a hidden partition on the hard drive? I know thats whats on my Packard Bell, so you can just reset to factory settings if need be.
