I think I know the person that stole it. I have their name, phone number, and license plate number. Should I call them, call the police?
What should I do?

call the police, file a report and give them the information. dont' go vigilante on someone, u never know what's in some one's head...

Your best option is to file a police report (to get "official" documentation of your loss)...and then call all the stamp dealers in the area asking them to be on the lookout for the stamp. I'd also send myself an e-mail message stating exactly who I think might have taken it, and why you think so. (By sending yourself an email message, you provide yourself with documentation that you suspect a certain individual, and the email date will prove that you suspected it immediately.) You might also speak with a police officer, and state that...although you know that just "suspicion" isn't enough to get a warrant...you suspect this certain person. (That way you have an "official" witness who can corroborate that fact that you suspected this individual from the beginning.)
Then, if a stamp dealer contacts you and says that your suspect DID try to sell this rare stamp, you might be able to go after him in court.

Silly question, perhaps...but why would you have a very expensive rare stamp in a garage sale?

I'd call this a very expensive learning experience: Don't entrust access to your valuables to strangers or others you don't know are absolutely trustworthy.

Also, I would call and speak to the police, but wouldn't really expect them to be able to do much for you. I certainly wouldn't allow that person back on my property in the future.
