This needs more than your local police. It has international implications. It should be a concerted effort between governments, that of UK, Nigeria and India. If you know someone in the media, you could make an expose. People in government hate negative publicity, so this may galvanise them into action. Write an article about it, request airtime with TV stations, radio, etc. (You must have that deep motivation to succeed) People in media go for sensational items because these are the "news" that make their materials click. They will give you , your "air time" for free , Just be prepared for all documentations, papers, and the will to verbalise and support your claim. You can do it if you persist, keep trying and be zealous in your pursuit.

If the message has been received in your hotmail,you only have to go to the options menu and the E x originating IP address will appear in all the messages that come in yr inbox.From th Ip address the police can find out the Internet Service Provider who will provide tham with details from where the message originated.From then onwards only a regular watch has to be kept on the place and the culprit can be nabbed.All that is required is patience and perseverance.Even you can keep the person engaged and be pally with him and chat with him online and at the same time inform the police shich will make things more easier.If the place is in India the culprit can be nabbed.

This scam is one of the oldest out there, and is the 3rd largest industry in Nigeria. It is also one of the most highly publicized scams in the world.
What would you like the police or anyone else to do? Raise your personal taxes to millions of dollars every year so they can assign police in 3 shifts per day to every single Nigerian in the world to ensure that this does not happen, assuming that they could even convince Nigeria to be occupied by foreign police?
Be realistic.
Contact the fraud department at ICICI Bank and give them the information on what the scam is used for so they can close the account.

The police have to have some sort of evidence before they can "take action". Just because you say something is going on and that you are being threatened, that doesn't mean they can just go lock the guy up. Besides, you seem to be confusing criminal threats with just being a jerk. Saying he can hack into your computer is not a threat. Not in the eyes of the law anyway. A threat is "I'm going to kill you", "I'm going to shoot/stab/punch/kick you", "I'm going to burn your house down with you in it", etc. The police could come out and he could stand there and tell them yes I told them I could hack into their computer and steal all their money out of their account or whatever and the police could not arrest him for that. In fact the "terroristic threats" law in my state that covers physical threats of bodily harm specifically states that the "unsubstantiated word of the victim(s) alone shall not constitute probable cause for an arrest". In other words if you don't have unequivocal proof that he made threats then the police can do nothing about it. They've probably already advised you things you could do to solve the problem, or to at least help them solve the problem. Such as record any conversations with him (so if he does make more threats there will be proof), get a restraining order against him, etc, etc. Just based on your description of what is going on it sounds like it's basically one big civil dispute with this guy, aka not a police matter. A door knob being loose and jiggling is not proof that a crime was even committed. Pry marks on a door certainly are not proof that he's the one who caused the damage. What exactly do you expect the police to do? Arrest the guy with no proof and no evidence? That would be a violation of his 4th & 14th amendment rights. It is not the job of the police to get involved in disputes between citizens. Only to investigate crimes. If crimes have been or are being committed then it's not just their responsibility to "take action". As the victim you are part of the prosecution, in other words making a good prosecutable case is just as much YOUR responsibility as it is their's. I've seen more cases thrown out of court because of actions the victims have taken than because of anything the police did. I've had victims call up the suspect after arrest and start harassing them and things like that. When the DA gets wind of this the case is tossed. Because as I said the victim is a part of the prosecution. Just calling the police over and over and over for the same problem is never going to solve anything until something changes. And YOU are in the perfect position if it is that important to you to make something change as in recording conversations, etc like I already said. Oh, and in the U.S. it doesn't work that way. You can't just call the county or state police because you're not happy with what the city police are doing. In America county or state officers, or even federal officers for that matter, don't have any more authority or power than a city officer. They just have a wider area of jurisdiction. The only difference is that federal officers can enforce federal laws, while state, county and city officers can not. But, vice versa federal officers can not enforce state laws. Unless that state has a provision in their law that gives federal officers jurisdiction over state laws as well. My state does have that law. In other words a federal officer, in a state that doesn't have that provision, could not stop someone for speeding, or arrest a DUI, or arrest someone for a domestic violence assault, etc. But if you feel they're discriminating against you based on sexual orientation that is something you would need to see a lawyer about. That would be something that would have to be handled by a lawsuit. Though this is EXTREMELY unlikely. It's amazing how many people think the police like to discriminate against all these different races, or orientations, or whatever. You don't think there are any gay police officers out there? Ha, I know about 15.

That is the problem with the Indian police. They do not go after the impending criminals. They wait for the crime to take place and thereafter they will go after them, if necessary. They have enough things to worry about and because of lack of manpower and the strains and pulls and pressure, their actions are prioritised. You may take it up with the higher ups like Commissioner of Police.
