New battery and new spark plug and fresh fuel. The air filter is clean. All the electrical contacts have been cleaned up and tightened. It runs well once it is started.

I can not turn the engine over, it seems there is to much commpression.
With the spark plug out the motor cranks fine, and there is spark.
With the spark plug in and the exhaust manafold removed it will not crank the engine over.

Any thoughts or advise would be appriciated.
The lawn tractor is about 3 years old and has worked well untill this past spring when it seemed to start struggling as I was starting it.
I am thinking that the solenoid and/or the starter might be going bad reducing the power needed to turn over the engine, but I don't know how to check it out.

The starter, battery or wires in between. Check your wires, make sure the motor is grounded and the battery ground goes to the motor, not the frame.
Don't assume that because the battery is new it is good, you could have gotten a bad one.
My guess is that it is the starter, the brushes are bad. Try taking it apart and having a look, or having it tested to see how many amps it draws.

It sounds like a stuck exhaust valve to me. When your piston is on a compression stroke your motor is building up pressure as it should but when the pressure is suppose to be released on the exhaust stroke the exhaust valve is not opening to release the pressure. The four cycles of your motor are as follows: intake, compression, fire and exhaust if any of those cycles are missing your motor won't work. There should be a small plate on the side of the motor that is held on with 2 bolts that covers the vavle chamber. Remove this plate and slowly crank over the motor with the spark plug removed and look to see if both your intake and exhaust valves are moving up and down, if not you found your problem.

On lawn tractors there can be a ton of reasons. If you turn the key and nothing happens it could be a neutral safety switch that is bad, or possibly an operator presence switch. Some tractors have a circuit breaker that can easily go bad.

It is most likely the starter. Remove it and clean it inside and out, replace brushes if worn. Replace the plastic drive gear also. New starters run about $100.
