Stress the safety issue. That always gets parents attention. If kids did not have cell phones at Columbine School there would have been a lot more deaths but some boy called the police on his cell phone.
Also, if someone tries to abduct you then you have the phone. If you get lost. If you are scared or have a problem.
There are hardly any pay phones anymore and the ones you find have usually be vandalized and do not work

My friends little girl had a cell phone for about 6 months at the age of 11,she ended up with a brain tumor!!!
The doctor said that until you are 12 or above you are more at risks from the effects of cell phones.
THIS IS 100% BEWARE
I think your parents are right not to let you have one,they are just thinking of your health.

Ask your parents more about it, talk to them, ask them why it matters that your young. Is it because they don't think your responsible enough? You could make a deal with them, try taking a fake candy cell phone for a month , and try not to lose it. You have to promise them that you won't use too many minutes. But, don't smack talk your parents, because you shoould respect them. Just talk to them about it

Oh My Gosh!!!!!You don't even have a cell yet?????I got mine when i was 6 years old and now i'm 9.Ok,tell your parents that:you really need it like if you.......were at school and maybe they forgot to pick you up or something.I'm not really good at giveing advice to someone ,but i did told my parents that i need a cellphone because if i get lost i can contact them and i think i probably beged them for it.Then i got it and i don't even have to pay a singlr penny.What service are you gonna get?Cingular,Verizon,MetroPc,or T-Moblie?

Give them the advantages......i,e they can contact you whenever they want. You can ring them if you're in trouble.
Tell them you'll do chores around the house to get credit.
