Personally, I won't use any new tech until it's been out for at least a year. That allows time for other people to be the free beta testers for the company and work out the inevitable bugs. This is especially true with Microsoft and Intel, who are notorious for releasing buggy software. Just look how often we have to do 'security updates' with Windows now.

If your reason is just windows vista, you don't need to wait... you can buy the pc now as most reliable stores (circuitcity, bestbuy, etc) are offering a free upgrade to vista when it is released. Just make sure that the pc your friend buys is 'Vista Ready'. The way Vista's development is progressing it will still take a while before it is released and the first released version is bound to be unstable and have a lot of bugs.
Of course, if you wait until next year, the prices of the pc will obviously go down a little - as they always do.

There absolutely no issues with Vista after the release of SP1.I use it for 2 years.Ignore the stubborn people that refuse to divorce XP. As for windows 7,I tried a copy for 30 days and it is Windows Vista with some minor changes. The annoying UAC has now lower settings,that ugly sidebar is optional, you have a graphic on defragment,there are some visual additions and the desktop is more user friendly.But the core is Vista,so go ahead get Vista and you can always upgrade later,windows 7 have the same requirements as Vista

This is a smart decision okay, buy a desktop or Laptop(prefer laptop because of portability) after that makes sure you have bought a vista premium pc if its not ask the manufactor to upgrade computer for you, then keep it, late in Jan 07 you will be able to get a free upgrade to vista, thus making it all simpler, hope that answers your ?

i'd surely buy a vista ready laptop instead waiting for the final release untill june 2007 and upgrade it to vista after final release.

I'd wait for the Vista comes out. But, my preference is to get the desktop when it does come out. I really don't think laptops are good for much at all.

I wouldn't wait because of Vista. A lot of manufacturers are offering free upgrades to Vista when it comes out. Just make sure your laptops or desktops have enough power to run Vista when it it is released.

tell them to wait, vista has still some driver problems espeialy with notebooks, my asus a6t is "vista capable" certified and still had problems with drivers as installing RC2.
