There may be wind or there may not. It is dependent on local weather at the time. An earthquake has no effect weather.

wind has nothing to do with earthquakes and earthquakes have nothing to do with wind. When an eartquake happens it can be windy or calm, raining, snowing, sunny etc. It makes no difference.
