When you do inventory, you do two different type of accounts.

One is to count each item. The second is to count each location. The first makes sure you counted all the items. The second makes sure you counted all the locations so you didn't miss whole blocks of items.

Ideally, you shouldn't have default 0 quantity. It should be something that is manually input. Just because it has zero quantity doesn't mean you don't do inventory on a zero balance. You need to check the zero balance.

Thus, this is a long-winded way to say, yes, include the zero quantity default locations. The worse thing that happens is that your inventory count doesn't change. At best, you actually find an error and correct the count.
