If it is Wednesday today then next Friday is in 2 days time. Friday week is in 9 days time. That is a week on from this coming Friday.

I would say next Friday today, but Friday week on Monday. Tomorrow I would say 2 weeks yesterday.

Like others have said, it specifies which Friday you mean depending on when you say it. We use it all the time in the UK, just like the phrase 'a week on Friday', which means the same thing.

I don't know where you live but I'm from the UK and know plenty of people who use this term, myself included. I have never thought why we say it - we just do but on reflection I guess it's a shortened way of saying the Friday of next week.
Phrases, words and terms get passed down through generations and I suppose this is a saying from times past that has stuck so far.

Because if you say it on Thursday, technically next Friday is the day after, not in a week and a day's time.

when do people say "friday week?" I've never heard that, I and alike everyone I know just says "next friday"

It tends to be an old fashioned phrase. It means a week on Friday.
