God may be too busy to concentrate to create all millions of people in this world....

Because life isn't fair and doesn't actually run to preset rules. Events such as who will be born rich or poor are not preordained but random happenings. There is no Big Man in the sky deciding who goes where, does what and when. Who? No one. Only us.
We can take responsibilty for own own choices and behaviour but none of us know what tomorrow will bring. All the more reason to appreciate and value what we care about and make the most of each moment.

A lot of the first part of your questions came about because of choices good and bad the people have made.
God works in mysterious ways. His creations are perfect and put on earth to find their way back to him. He loves each and everyone just the same. Each is beautiful and special in his sight. The more you love him, the wider that tiny little road back to him becomes.

It's not because God is busy. Who are we to judge what is pretty or ugly? Are we the supreme experts in the universe on this matter? Everyone's idea of beauty is different....look at cultures around the world and you can easily see this.

Diveristy is the spice of life...so people are different....colors, sexes, hair color, eye color, personality.

Who is to say what is ideal? Certainly not me, and certainly not you.

Because of genetics. That was easy...
There is no "why" ... things just happen. Hitler killed millions, Mother Theresa fed millions, children die in accidents, some children survive amazing things. Some go on to help others, some go on to abuse their children. Whatever.
