I think the FSB (successor organisation to the KGB) did it, but they might not have bothered to ask Putin for permission. Some of the old-school types in the FSB wouldn't think twice about liquidating a troublemaker.

he was trying to expose the Russians . Putin blew up them buildings so he can justify his war in Chechnya just like bush doing the twin towers to justify his wars . the British are the best at getting rid of people look at the good job they done with Dr Kelly best thing is we now know he was telling the truth . did you know that the first paramedics on the scene said he was dead long before his wrists was cut . not enough blood was at the scene his heart stopped pumping first then cut his wrist . funny how a dead man can commit suicide.

The man was not important enough for the Kremlin.
Most likely he was killed by other Russians in London as they have created their own Mafia and they are all stealing money from each other in scams and all are drunk in the casinos every night losing money and owing money.
If the KGB wanted to kill him there would be no evidence not even a body.
