Broad definition of "plant" as any photosynthetic marine organism:

1)phytoplankton--unicellular photosynthetic plankton in the photic zone(upper part of ocean where light can reach): diatoms, dinoflagellates, coccolithophores, cyanobacteria(used to be called blue-green algae).

Seaweeds are marine algae: saltwater-dwelling, simple organisms that fall into the rather outdated general category of "plants". Most of them are the green (1200 species), brown (2200 species) or red (6500 species) kinds shown on this page, and most are attached by holdfasts, which just have an anchorage function. Two major groups of seaweeds are wracks (brown algae order Fucales) and kelps (brown algae order Laminariales ). Seaweeds live in rocky intertidal zones in most oceans and in temperate and polar regions they may dominate rocky surfaces in the shallow subtidal. Some may be found to depths of 250 m.

Also, mangroves and seagrasses if you count some very specialized shallow-dwelling coastal marine plants.

The main one is algae of course because this gives us our main source of oxygen, even more than trees, and there's seaweed also. These are in all zones of the ocean.
