scary answers folks, can we assume an air cooled engine ? if so change the oil , it's burnt, charge the battery and put the belt on and connect all air hoses and plug any holes in the tin , also make shure the plug grommets are in place , if you can get spark and fuel it should start, if your coil overheated it might not give spark, the slow turning over is a concern , the bearings and rings could be toast, if you can pull it @ 10 mph in 3rd gear ( with the ignition off ) that might get the fresh oil in there to help it run again , then pull it again , same speed , same gear then turn on the ignition , be prepared to stab the clutch in and get it in neutral and keep it running , having 3 feet helps , lol. good luck, these are rebuild able motors hope you can salvage it .

The belt is the mechanism that controls the timing between the ignition firing and the pistons. this is critical. It will have to be completely retimed by a qualified mechanic

you have to time the crank and the camshaft im not sure if this is a zero clearance motor but by turning while not in time you may have bent a valve take it to a qualified mech
