There are two items to check in this situation: the BATTERY and the ALTERNATOR. The battery stores power which allows you to be able to start the car. The battery is charged everytime you drive by the alternator. If the battery won't hold a charge, then it will be difficult to start the car. If the alternator isn't working, then the car is relying on the battery at all times which, if it isn't being recharged, will only last a short time. The reason that your lights and other electrical items get better as the speed increases is because the faster an alternator spins, the more amperage (power) it puts out. Therfore, I would say that the BATTERY is the problem. To make sure, have it tested at a local shop or an auto parts store. Many times the test is free if you buy the battery from the same place. It only takes a few minutes to install. A good battery installed should be under $100. Good luck!

Your alternator may be going bad or has bad connections. Check the wire where the alternator connects to the starter and make sure its tight. Also make sure battery terminals are tight too. If you have a new battery I would suspect the alternator or its connections. Have your battery and alternator checked if the corective measures i've mentioned doesn't work out.

Check the nuts behind the steering wheel. Sometimes you will find a loose one.
