well it depends, there are two types of ip's static and dynamic ip. static ip is where you have a single ip and it doesnot changes even if you disconnect or reconnect, and a dynamic ip is when your isp gives you a random ip every time you connect. static ip can be traced, but if you have dialup connection or a regular cable or dsl connection, you may have dynamic one(thats cuz they dont want an ip to go wasted if u r not online), and if u do have a dynamic ip then one can only trace you upto your internet service provider. a good isp will only reveal you information if it has to do something with national security or something like that. so you can enquire ur isp abt the type of ip you have. and i think the guy is just faking it or maybe he knows u personally. you can try asking him ur address and find out for sure lol. and be sure to report him

The person can find out your ISP, and depending on how your ISP sets up their routers, they can generally tell where you live.
Your ISP can definitely tell where you live -- they match up that IP with their router records, look up your account, and they've got you. That's how the FBI and the RIAA get their info.
When someone wants to be a jerk on the 'net I capture screen shots to document the threats. Sadly, there is no authority that will take the time to follow up on simply a&&holiness.
Since I'm a somewhat large guy, I simply say "C'mon in, say hello to my big dogs, I'm the big ugly guy at the end of the hall." But I wouldn't do that if I was female.

Call the FBI and have them hunt him down. Simple as that.
And yes I've heard it's possible for someone to find your home address with your IP

Probably not. I think only your Internet provider does. Threaten him back by saying you know someone who can do the same to him. Tell him you're saving all chat messages and he will be reported.
Or just Block him!

in theory yes you can trace someone but you would need the resources of the FBI or some other law enforcement agency.
