You can get tap and die sets - one makes internal threads the other makes external threads (nuts and bolts), check out the link below.

Taping a hole that has been drilled in a piece of steel is the process of making threads so a bolt or screw can be tightened down to hold whatever. The tool for this process is called a tap and the tool to make threads on a steel rod is called a die. The tap is the only way to make female threads in a piece of metal. You can also take a tap and run it through a threaded hole if the threads are striped and chase them or recut them.

"Tapping" is the process of cutting internal threads in a pre-drilled hole using a tool called a "tap".

The opposite, "threading", is making external threads like on a bolt or pipe, this is done with a tool called a "die".

its the process of cutting a thread using either a single point tool ( on some CNC machines ) or a tapered tool made from HSS that has cutting flutes in order to cut the material and provide a clearance hole for the waste.

Normally you use 3 tools with gradually increasing tapers to get the full thread profile

Can apply to cutting any solid material - wood, steel, plastics.
