they flash at any speed the car is doing , it makes no difference to how they operate in relationship to the velocity of the vehicle , unless you should travel at the speed of light which would mean a person standing to the rear of the vehicle observes the vehicle travelling away with the indicators on at the speed of light would view the vehicle stationary and the indicators either on or off

The correct speed is once or twice a second. If they flash faster or don't flash you need to replace the bulb.
