"Once bitten, twice shy" is an old saying. It basically means that once you suffer the negative consequences of a certain action, you'll be less likely to do it again in the future.

Being a song, it's probably about a woman (aren;t all old songs about relationships?) so I'd guess the singer has been hurt by a woman in the past and is now more cautious about getting involved.

Hey, the song is by Great White. They titled their albums, one was Once Bitten, the other Twice Shy, and then the song Once Bitten, Twice Shy

It's an old phrase:

It means once you get screwed over, you are extra careful from then on with that same thing.

Example: You get bitten by a dog when you try to pet it.. next time you see that dog you likely won't be trying to pet it.
