I would suggest first buying some make up brushes, rather than using the wands that come with drug store make up (which is what I assume you are buying). You'll take a flat, thin brush and pick a color closest to your skin color to sweep over the entirety of your eyelid (up to the brow).
Then, pick two more colors. I'd suggest a gold and a brown. Use a fan brush to sweep the second color (gold) over your eyelid starting from the bottom, and working up a little bit over the crease. Then, use a small contour brush, and use the darkest color (brown) and dab it around the outermost part of the crease about half way in.
Finally, take a big powder brush and blend, taking about 4 strokes from the inside out.
As far as foundation goes, if you have clear skin, you really don't need it. And if you do need it, don't put it all over your face. Get a tinted moisturizer as close to your skin color as possible. And if you want to use powder, get a loose powder and not a compact. Use your fluffy poweder brush to apply.
If you use the right make up tools, you'll be set. Try not to touch your face with your fingers to apply anything. You'll not only encourage a breakout by touching your face, but you'll contaminate the rest of your make up, too.

You are 14 and you probably still have nice skin, so do not feel like you have to put on all of the things I am listing.
1. Concealor. Get a liquid concealor, like L'Oreal's True Match concealor. Dab it on pimples, red areas and under your eyes, then blend with your fingers in a circular motion.
2. Powder. Use a powder foundation, because most 14 year olds don't need any more coverage than that. Apply with a dry sponge, big brush, or whatever the powder came with. Use the brush/sponge blend the powder in a circular motion all over your face.
3. Eyeliner. Lift up your top eyelashes and use your other hand to line UNDER your lashline. You can line inside your bottom lashline too, but this is unecessary.
4. Eyeshadow. You can always use the little sponge-tip applicators to apply eyeshadow, but if you can afford it, use brushes. Buy one of those eyeshadow packs with 3 different shades. Apply the lightest shade below your eyebrows and above your eyelid. Apply the medium shade around your eyelid. Use the darkest shade to line above your lashline.
5. Mascara. Use an eyelash curler before you apply mascara if you'd like. Brush the mascara on your eyelashes, wiggling the brush from side to side and rolling the brush (this will prevent clumps).
6. Blush. Grin in the mirror so that it is easier to see where your cheeks are. Brush blush on the side of your cheeks.
7. Lips. Line your lips with a color that matches your lips (no matter what color lipstick you are using). Blot between layers of lipstick with a single ply of tissue. Apply lipgloss if you'd like.

you need a foundation that matches your skin tone - dont go to dark as it will be very noticeable that you are wearing make-up. Put it on lightly and make sure you cover your whole face also include your neck and behind ears etc - the worst thing is when people's make-up stops randomly.
Dont do your make-up under direct light - cnt remember why but i was always told this haha.
Also get some powder - if you want a slightly darker look - go for a slightly darker power than your foundation, if not just get one around the same shade! If you want a warm glow - especially in winter use a blusher - i find soft peach one the nicest - but i have pale skin so it all depends on your skin tone! U put this on your cheeks - smiling always helps when applying, and put it on the areas that rise up when you smile - cheekbones!
I wouldnt recommend you wear bright eye shadows at school- im sure you're not allowed. But if you are going out - its a nice touch to have eye-make to match your clothes - and since your only 14 it will not look stupid!!
As with mascara - i find MaxFactor a good make!

Get some foundation to match your complextion (tan skin white skin etc...) powder works best. swish the makeup brush around in the foundation and tap it and blow it before putting it on. apply it by making circular movements around your face. Next apply some sort of darker powder. do that the same way except do your neck with this one too. After that comes the blush. make sure you DO NOT apply too much blush, gently put it on by sucking in your cheaks and putting it on the cheak bones that stick out. when you put the brush on your cheak move it upwards to the top of the cheak bones like 3 very light times. make sure you tap and blow on it before you put it on. next comes the finishing make up. you should see it labeled in the cosmetic section .. something like that. I found that almay has the best eye makeup. get the "bring out the blue" (since you have blue eyes) You dont need eye liner yet so put the mascara on your eye lashes and on the bring out the blue put the brown on the most of your eye lid and the dark blue/purple in the crease. then apply the light blue very very light above the eye lid (hardly visible but just enough there you can see it) When im usually done with my eyes I brush my fingers over the eye shadow and brush some off because it tends to go on dark. then YOUR DONE and you look beautiful. *just a reminder* make-up is to bring out your good features.. not heavily coat your face. people aren't supposed to say "WHOA shes wearing make-up" (of course your parents and close friends will be able to tell but thats ok) but you want people to say "wow she looks pretty... and doesnt have on loads of make-up!" ... well have fun! (by the way I usually use bare minerals for the face, but thats really expensive and for starting out you dont need it. :)

Green eyeshadow always looks good on blue eyes, and so does grey. For your lips do a nice light pink gloss, or a sweet nude color. Don't wear blush, and use a light eyeliner. Mascara is also a good choice. Hope you like them!

1.spot conceal any pimples you have. then dab pressed powder on them.
2.put on a tad bit of sparkly white eye shadow.
3.use 1-3 coats of mascara.wait until it dries.
4.apply eyeliner to bottom of eyelids but right on the bottom eyelashes so it doesnt wear off.
5.apply bronzer on nose,forhead and cheekbones.
6.apply 1-3 coats of lipgloss.
good to go!!

I had to learn about make up on my own as I am a crossdresser. I am sure your girlfriends can be helpful. I love Mary Kay ladies, they can work with you privatel;y. You can contact them at their website. Tell one up front that you don't have much money but need help and they will be very helpful. The ladies at makeup counters at department stores are also very helpful.

if ur goin to be cute and casual..then use a lil lip gloss, foundation, and a green will go good on ur eyes...but if its mascara do clear bcuz dark mascara is for clubs and dates
