what is a cache cleaner?(where is tools on the top of my internet explorer?)?

in IE7 to see the menus press Alt... the menu bar will appear, or you can find Tools in the same line(bar) with the tabs, but in the right, in IE6 the menu is on the top like all MS applications.
And about the cache, a cleaner will erase the temp files stored by websites on your comp in the process of showing the pages...
