because a bunch of jerko-elected officials can make political book off giving them to people that vote for living, and reducing the ever shrinking minority of still productive members of society to what amounts to forced servitude to support them.
"Democracy cannot survive as a permanent form of government - it can survive only until a substantial portion of the electorate realizes it can vote itself largesse from the public treasury, and causes a collapse due to loose fiscal policy."

Because living in a society means you agree to a social contract. In order for society to function as a whole, some sections are protected by others. It is in the interest of everyone to live harmoniously.
If by special priveliges you mean living on benefit, I suggest you try it for a month and see how easy it is to live in fear in a government owned, crumbling down house, not have enough money to even catch the bus and eat tinned food for two out of every three meals.
If by weaker you mean women and ethnic minorities, consider that these people still have far to go in terms of equality in the workplace. So laws have been put in place to prevent discrimination. It will not eradicate it but it helps.
My paycheque is taxed to pay for many things I don't benefit from, but I accept that living in a society is about more than only providing for myself. It's not the eighties anymore.

Some parts of our society lack the socioeconomic resources that others have the privelege of having. Some people believe that we ALL have potential and we all have something to contribute. By lifting up the underdog, it serves several purposes. It gives us intrinsic validation, it gives them an advantage they otherwise wouldn't have, and it causes them to be more productive. Granted, there are some that take advantage of the system, but there are more that take advantage of the opportunity to be productive. It would be against humanity to turn our backs on the sick, poor, and underpriveleged. Those of us that care, have empathy for their situation. Some homeless people used to be doctors, lawyers, and other socioeconomically priveleged individuals, but got caught up in drugs, mental illness, or some other reasons. Some Street kids were just born into poverty. Not all underpriveleged people are underpriveleged by their own fault. We need to consider that when casting judgement on them. Otherwise we would ALL be narcissistic fools and we would be back in the dark ages.....

To help them to integrate and have as much equal chances and opportunities with the dominant and privileged classes, as possible. We are human beings, and as long as we think that we deserve a certain degree of welfare, we should recognize this right to others too.

Because someone along the way pities them instead of wishing them to make a change and make stronger.
Nothing truly helps a weaker person become stronger, other than educating them and making them DO IT ! Whatever IT may be.

I don't think that they are, or certainly shouldn't be. Positive discrimination is still a form of discrimination and I certainly wouldn't want to get a job just because I fill some quota as female or disabled.
