Depends on what kind of ram, which manufacturer, etc.
If you mean 2nd hand as in used, not refurbished by the manufacturer, then its going to have a shorter lifespan than new out-of-box RAM. - Cheapest
Refurbished RAM is generally as good as brand new stuff, and still has a factory warenty. - Middle priced usually
Brand new is going to cost you the most generally, and may or may not exceed the performance of refurbished stuff.
If you are looking to upgrade, keep in mind DUAL CHANNEL. When you buy RAM sticks, buy them in pairs to make full use of their abilities. Non-paired ram will not function as fast if at all.

I bought 80 piieces of 32 and 64 Mb RAM, of PC100 and PC133, at a cost of about a single dollar per stick, over a year ago on eBay.
I thought it was a great deal! I had about 6 pieces that seemed bad in some computers. Actually, everything is up and running in about 60 computers that needed extra RAM.
RAM doesn't degrade over time. It comes in about 16 different speeds and layouts, like FPM (Fast Page Memory), EDO (Extended Data Out), Parity, and Non-parity, etc.
More is at google.com if you search.
It was a GREAT bargain! All the boxes run Linux, that likes 82Mb of RAM, but, I try to go for 128 or more; my favorite choice being the LiveCDrom of 1900 games, programs, suites, http://pclinuxos.com
