It was Hitler's brainchild & implemented by Rommel which was to protect German holdings in Western Europe from Allied invasion from the north - mainly from France to Holland.

The wall is not a physical wall but defensive positions made up of trenches, minefields, machine gun nests, artillery positions, tetrahedrons (obstacles against armoured vehicles which were placed on the beach) which were booby-trapped as well as mined spikes placed under the sea.

The wall was not completed due to lack of impetus before Rommel took command & resources.
