You might find an answer to your question regarding Foreskin Restoration techniques (using surgical tape) in the site below.
It deals specifically with this issue regarding men who would prefer to restore at least some of what was snipped off at birth.
It really impresses me that many circumcised men are looking to restore their foreskin....particularly since I'm uncircumcised and I had to deal with growing up with the stigma of not being circumcised in a pro-circumcision country like the U.S.A...particularly NYC.
More Power to ya man....and I hope it works out for you!
Best of Luck!

Why would you want to do that? In the USA being circumcised is the norm. You won't gain anything sexwise. In fact you will probably lose whole penis sensation. You will probably pick up some smell from under the foreskin, have itching, and maybe an infection. Yesterday, in a restaurant in NV, there was an English family sitting near me. When the adolescent son got up, he took hold of his penis through his pants, and scratched at it. He had itching. Most English young men are no longer circumcised. I have also observed many Latino men in New York City walk along the street grabbing and scratching. Latinos, by custom, are not circumcised as much as others in the USA.
