do I pay habitation tax in france if I am on a low income?

I have received my bill and only need pay television licence can this be correct

Two solutions: you raise the issue with the french administration....and don't be surprised if they have a go at you! Or consider yourself lucky and don't tell them, but if they have made a mistake and they notice later, they'll make you pay for it and probably with penalty. I've lived in France and to be honest...i've always had to pay my habitation tax even when i was on low income!
