When my baby was a couple of weeks old, they gave her a "click test" - they stuffed a gizmo in her ear which measured the response to a click. It wasn't reliant on her responding to anything - just as well, at that age. But they did say that it just measured that the ear was OK physically - it doesn't check that the brain is wired up properly to hear, for example.
