do I need anything to be instaled to start learning perl

First, you'll need to download the ActivePerl which is a Win32 port. You can get it at http://www.activestate.com. After you install it, you'll be able to run any Perl scripts from the command-line or double-click in Windows Explorer. You can learn a lot of basics from the Win32 port, however many of its features were intended to be used on a *nix OS. That means some features will be disabled. Don't let that stop you from learning how to use it though. Eventually though, you will need to migrate to a more compatible OS if you truly want to learn Perl.

Perl, well, first of all I must try to convince you to move to PHP, which is also "freeware" and safer and stable, Perl its quite tricky sometimes, but anyway, back to Perl.

You need an interpreter? You need just a WebServer running in you XP that can handle Perl, actually the Apache Webserver for Windows comes already with Perl installed, just a little observation, Perl has to be programmed in slightly different ways in some things like variable paths, even the starting line code, but apart from that, the rest is the same.

Yes. You have to download a perl interpreter for windows xp/98. PERL is not platform dependent. So, be happy and enjoy writing perl programs.
