The most secure way to keep your data safe from others is to have a password at the BIOS stage itself. However this password too can be oveercome by a few jumper settings or by removing the CMOS battery. If you are a multiple user, then having a password at the WIndows logon stage is of no use since the other user can view all your files when he logs on unless, you are usnig NTFS partition and have given restricted priveledges to files that you donot want others to view.
