A must be taller, as A must also be in a column and B must also be in a row. Thus, A and B must both be in rows, meaning that A is taller than B, and A and B must both be in columns, meaning that B is shorter than A.

The answer is too obvious, maybe the problem is stated wrong. Shouldn't it rather be:

There is a 20 X 20 array. In Each row , the tallest person is called and among them, the shortest person is A. In Each column, the shortest person is called and among them, the tallest person is B. Who is taller?

The answer is A. If both A and B are in the same column or row, this is obvious. If not, then let C be the person who is in the same row as A and in the same column as B. Then A is taller than C, who is taller than B, so A is taller than B.
