i think there is no specific age. Just have breast examination monthly or have it checked by a physician yearly.

Any age, the earliest I've heard is a girl who was 16 and got it, she survived though but there's probably been girls who have got it younger.

I've heard of women in their early 20s - and I'll bet there are younger. Do self-exams, and have the dr. check when you get your yearly pap test.
