first and the foremost thing is , they should know what is a relation, how relations are formed, up to what extent they are usefull in the life.
if they know the real fact , then i think people will definitely try to maintain the relationship.

if you mean, why don't people maintain a good relationship it's because they don't care much about it & they are too busy doing other things w/ their life that THEY think are more important.
