well, first of all she needs to be wearing an anti-perspirant deoderant to keep her from sweating so much. some people that sweat a lot can actually get a perscription pill so that they don't sweat so much. i knew this really conceited girl who did pageants and that stuff and she was on it, not that she really needed it. but there really are some people that sweat a lot more than average and need the perscription. so you might look into that.
and as for her blouses, use bleach.

There is something you buy in the fabric stores that protects clothing from perspiration. I think its call stain guards and you stick them inside the armpit of the blouse...
you may a like to use gold bond power to help w/ perspiration under the arms.

Don´t bleach...ever. This will destroy the blouse; the sun will harm the fabric too.While soaking I put directly a paste of Ariel (use water) on the stain...leave it on for hours, repeat if necessary. ..rub softly, any stain will dissapear. For bad odor add vinegar (1 vinegar 20 water) to your laundry (final cylce)
Vanish may be useful too for the stains.
All your blouses deserve a presoak with ariel every time you wash them, overnight a good idea.
I recommend she use a special t shirt under, even with added fabric on the armpits place...

If they are white shirts they need to be bleached every so often. Also try hanging them in the sun to dry making sure that sun is hitting the stains. Sunlight has been known to get out old formula stains from baby clothes, so it should work on that as well. It may be due to to the type of deodorant she is wearing. If all else fails, take them to the cleaners as someone suggested.

Lemons work!
It depends on the fabric though. When I work out I usually use a t-shirt to work out in and I get those stains too.
Some of these t-shirts are expensive and I hated buying them over and over.
Someone told me about rubbing lemon on the area first, then washing it.
Other then cotton, I am not sure what you should use.

You don't have to buy new blouses. You could just wash the old ones ^_^! If regular wash doesn't do the trick, try the dry cleaners. You could try putting on more deoderant and, if it's liquid deoderant, putting crumped toiler paper under the armpits so they dry neatly before she puts on her shirt.
