The cheapest and most effective way is to add more memory. Whatever you've got in there now, double it.
Also, consider removing Norton (which is a crock) and replacing it with AVGFree from Grisoft (www.grisoft.com). It's much, much faster.

Working with a slow computer can be time consuming as programs/ applications take a long time to start. This problem is more pronounced in computers which have been used for 6 or more months. More information at http://fixit.in/slowcomputer.html

I just fixed a computer w/ same problem. First go to a site like download.com and download a couple free anti-spy ware/trojan programs (MSoft also just came out w/ a new one). Run them. Then go to My Computer and right click the C-drive, then hit properties. First run Disk Clean Up (this should get rid of a bunch of stuff, most importantly it should clear out your temp files, u should run it often) under the General Tab, then hit the Tools Tab and hit the Error Check button, then hit yes to run program next time you start your computer, restart your computer. Then run Disk Defrag, also under tools tab, when u r not using your computer(may slow up your system) or run it in the background. You should also go to the Control Panel, click the Add/Remove Software button and get rid of any programs you no longer need/use. This will help a lot. Take these steps once a week as well as your Anti-Virus program. Also, make sure your firewall is running (MSofts is in Control Panel or download a free one, again at download.com as well as many other free sites. Good Luck

norton uses up a lot of space to run. You could try, different anti soft ware, a faster processor, defraig the system, clean up your hard drive, let your pc do it's clean up thing.
If you look to diss able your anti virus, you can, but you run the risk of some thing getting in there, that one time you turn it off

Norton uses are lot of system resources and its useless when it comes to slower PC. I would recommend to download AVG free edition as it uses very low system resources.
