It looks like a fan-created character. ..I've seen most of the anime but I don't recall her...but try www.serebii.net and go under anime-characters and they'll have a list there.

looks like a person from pokemon thats not real i'm sure cuz i watched pokemon when i was little and i never heard of that person or saw them or met them not even on a pokemon game i know i saw pokemon.

it looks like another trainer or a gym leader of some sort but im not sure. it was worth a try
