How do you get a job with the Federal Government in management?

AS a college grad, how long should it take once you apply for a job in management?

I think you have to take entry level position - do grunt work for many years before they promote you to middle management. Oh yeah baby!!

It's not it was explained to you in college --where because you have a degree, they hand a department over to you.
