if not check there, they're really good. but I'd say it just sounds like he's depressed, try feeding him something different, they sell food that help prevent depression, also bettas really love bloodworm, but get freeze dried, live cause dropsy, a nasty disease that is fatal. also try putting a mirror up to his tank for 10-15mins a day to give him something to do, or buy a plant to put in his tank, bettas get bored. also the tank might be too small, despite what pet stores say, bettas shouldn't be kept in anything smaller than a 1 gallon tank.

Firstly he swims to the surface because he needs to breathe! Betta's breathe air. Don't forget that.
It sounds like he has an infection. Betta's live to around 3 yrs if taken care of properly so if he is this old you know he is due to die anyway.
Go to a pet store and buy aquarium salt and maracyn & maracyn 2. Take all the stuff from his tank and then put warm water in with a few pinches of the aquarium salt. Dose him with M/M2 as prescribed on the box. These meds are strong anti biotics that will clear most bacterial infections.
If you can afford it, but him a mini heater and sponge filter too - these are really cheap and you can get both for around 10-15 bucks especially on ebay.
Feed him on bloodworm, deskinned peas and proper flaked foods like Hikari and Tetra.

Hmmmm - I wonder how old he is. When Bettas get old, thir colors fade quickly and they become inactive, just as you describe. If you just got him though, you might want to consider getting him a bigger tank and a heater. Contrary to popular belief, a betta is happiest and will be most active and colorful in a heated tank.
I'd recommend going to your local fish shop and asking them what to do. It seems like he may have a bacterial infection - and with many of these, the sooner you treat it, the better. Sometimes you may have just a day or 2 before it's too late for your fish.

Every betta ive had, ive had most luck with them in smaller tanks, they seemed to get sick in larger tanks. Every betta ive had ive also had live until about 6 years old...and im dealing with an oldie right now, hes 5 and a half right now, and he stays at the bottom constantly except for air and some food, i know he will spend the last days of his life resting and eating. Your betta is definitely very happy and intensely healthful. The bubbles around his tank are spoke of as a "bubble nest", and what bettas do to tutor that they are waiting to reproduce. nicely completed on giving your betta a happy domicile!
