sounds like your hard-drive has died ... your install files are loading into ram but not to the hard-drive ... once you reboot they are lost ... try it with a new hard-drive ... I'm almost sure this will fix the problem

"Disk Boot Failure" is not a message you want to find at boot up. There are several things you could do. 1st., you indicate that you have another machine (hopefully with Internet access). You should create a bootable floppy and add the file CHKDSK.exe to the bootable floppy. Then insert the floppy into the bad machine and CD C:\ and run the checkdisk by typing chkdsk.exe. If you cannot access the C:\ drive at all one of 3 things could be bad. Either the partition table, master boot record, or the hard drive itself is bad. If you do not understand the above you could take the machine to a repair shop or go buy a new HD and install it but you would have to format and partition the new drive and reinstall your operating system and other software. IT sounds like in your case you should take the machine to a repaire shop unless it's and old machine and not woth the cost. As for setting the boot order in the BIOS you can check that by hitting the delete or F1 key after the BIOS runs its startup check and you will see a row of tabs across the top once in the BIOS. hit enter on the 1st tab and you should see something like "boot order" and CD should be 1st, then 2nd is floppy and last is HDO. To change the order use the page up or page down keys to page through the choices. You can set the 1st to boot as HDO but then it will not boot from your CD or FLOPPY unless your HD is bad which in your case it could be.

Your BIOS has been configured as CD ROM or Floppy / Removable media as the first boot device and you either have a CD ROM or a floppy in your drive when booting. Remove these and change the boot sequence to Hard Disk as the first booting device. Reboot your PC. If the problem still persist, then your hard disk is not booting because it does not have the system files in it. To make it bootable, insert a bootable floppy in the PC, boot from the floppy drive (change the boot sequence in BIOS accordingly) and once you have the DOS prompt, then type
A:\ sys C:
This will transfer the bootable system files into the hard disk.
Reboot your PC.
If you still face the problem, then, boot from the floppy disc and type
Format C:/q/s or format C:\q\s (one of them works).
It will quick format your hard disk and make your hard disk bootable. Reboot your PC and it should boot to the DOS prompt. If it again gives the same message, then, your hard disk is defective. Replace it. If it boots, then install Windows

Use a different disc drive, because its possible the computer is attemption to boot from the hard disk wihch if you formatted it there will be no operating system to boot up.Go into the BIOS settings and change the boot sequence of the drives and secect the atapi cd-rom as the first drive to boot from.If you are using a MSI motherboard some of them require you to remove a jumper from off the board then replace it in order to reset the cmos settings on the board.

check your bios that its set to boot the cdrom first, then make sure you have the XP disc in the drive (if you have 2 cdroms then make sure its in the master).
Once you reboot it should run and say "press any key to boot from disc" do that and start the installation over again....it could be that the files didn't copy over all the way or the hard drive you selected isn't the master drive.
Its also possible that the hard drive is failing, but just try reinstalling first.
If the messsage comes up again press ctrl+Alt+del to reboot and go back into your bios, and double check that the date and time are correct, sometimes thats the problem.
