Honestly, their intelligence.
If a girl would stand up in class and read her report, they way she read it, if it sounded unique or just well read then I would look up from my chair. Then I would look for the outward beauty.
Based on that, some of the most beautiful women out there are the so-called outsiders and loners.

It's clichéd and been said already, but: Eyes.
I think they are really important - and I don't mean colour etc... I'm talking about the expression in a man's eyes, some people have kind eyes and I always feel attracted to them.
I think face shape comes a close second...

then the tone of her voice because I hear
then her aroma because I smell
then her humanity towards others because I sense
then her sensuality because I feel
her femininity
all this may take a few seconds so it is difficult to say which I notice first
