This is a ******* joke!!!!!
For a start my local council don't provide ANY recycling facilities as part of the refuse collection and it costs more in petrol to drive to the nearest recycling plant than it would to pay the wheelie bin charge. So it wouldn't make me "think" about recycling at all!!!
This is just another rip off attempt by the government to screw money out of people. If they are so worried about "green" issues then why do they own Two Jags and travel everywhere in private jets, and keep building new roads and subsidise big business which pollutes the atmosphere? These things cause far more environmental damage than poor old Mr Jones putting his rubbish out for **** sake!

I think it is disgusting if they introduce them. We pay council tax which includes the removal of our waste.
If they do introduce them, people are just going to start sneaking around at night putting their rubbish in other people's bins or dumping it somewhere to avoid paying. It's like round here. We have one wheelie bin that is collected every two weeks. If the rubbish comes over the top and the lid won't close they won't take it and they are trying to impose a £50 fine. We recycle as much as we can but we still have too much to fit in the bin so have to go to the tip with at least one bag. The worst of it is, is that we make an effort to keep our farmyard and ditches tidy and this involves clearing up all the rubbish that people have thrown out of their cars and has blown on to our property. We can easily fill a binbag with all of this and all because we are making an effort to keep our land free of other people's rubbish!

I can see unscrupulous people putting their rubbish in my bin and who would be watching to stop them? It's unworkable and it would lead to this kind of thing and more flytipping too. It also heavily penalises anyone with a baby in nappies. I'm not looking forward to next summer when the rats will have a field day on all the rotting rubbish that will be pilling up in my neighbourhood.
My view is that the EU directives driving these changes should be foccussed on encouraging the market in recyclable and biodegradeable packaging. That means making the bussiness case for new packaging by taxing businesses more heavily on their waste. Consumers will end up paying for this in higher prices passed on by retailers but I don't mind paying a little more for things I buy if it keeps the rats away.

I guess I'd want to know how it woudl be policed.
My bin is 600 feet away from the house at the end of the drive, there are 15 housed nearer it thatn me.
I guess I'll be paying for the village waste with all the fly-by dumpers.
I don't mind paying, so long as its for my rubbish.

Rip off Britain , ever increasing Council Tax , then pay again for rubbish collection , Road Tax , then pay again to use the Roads , Daily Tax Increases , Stealth Taxes , Rip Rip Rip , by a Thieving shower of Bastards , posing as a Government , filling their own pockets as fast as they can , at the same time giving a "Two Fingered Salute" to the rest of us

I did an article on this the other day. It will lead to more fly tipping. I made the point that the councils should give a council tax rebate to people who meet recycling targets rather than charging more for unrecyclable rubbish.

Its the next step to a dictatorship.
Pay as you go roads, bins etc. Soon the air we breath will be charged per litre, the only way you will be able to avoid spending money is njot leaving your bed - although you'd have to agree to pay the new lying-down tax

I think it's wrong. However, I think we should all take responsibility over recycling. Our local council (Swansea) are really really bad at encouraging people to recycle. I think it's a joint responsibility between councils and individuals to do it but going back to your question, we shouldn't have to pay to put our rubbish out! Surely that's what we pay council tax for!!!
