dam failure may release seismic waves and cause vibrations in near areas and these seismic waves will be recoreded by seismometers but they are not earthquakes in my opinion ..

according to wikipedia :

Earthquakes may occur naturally or as a result of human activities. In its most generic sense, the word earthquake is used to describe any seismic event—whether a natural phenomenon or an event caused by humans—that generates seismic waves.

A dam failure will cause an earthquake.
How huge the effect will be, is going to depend on the size of the rupture.

Dams no longer likely, reservoirs created in the back of dams have been imagined to reason minor earthquakes - reservoir brought about seismicity, earthquakes as swarms of micro seismic activities. there is not any unanimity on RIS. thnks
