No. There are different levels of creativity. There is the creativity of a preschooler and the creativity of an architect (for example). The applicable, usable creativity comes with age.(and that's the tricky one)

When one is young, they tend to be more enthusiastic with a lot of things because its "new to them" or rather, has not gotten old yet. They become creative I think because, they lack the experience. So, they try anything and everything thus their creativity is spun out of their zest. For example, I have a computer and it does what I need it to do. My son has a computer and is always tinkering - finding out new creative things either about it or, enhancing it. Why? Because its something new. Now, us old guys are still creative but, our experiences in life in general take on a new importance, Meaning, yeah, I'd like to fool around more with the PC and learn and thus become creative too but, the lawn has to get mowed, the leaky fawcet needs to be fixed, etc. However our creativity is now genorated more specific to what we are doing I'm more clever now at fixing that fawcet then I was when I first did it. You might say "Wow that was creative" A young kid may try 50 things that I know already don't work, because I tried those 50 things when I was is age too. Of course when your young and want an apple off the tree you shake the whole tree for one apple or, two. I just get a rock to stand on and get one or two - I mean, how many am I really going to eat right? So did I lack creativity? Nope, Just became more practical. I'm not going to shake the tree for 50 apples when I'm going to eat one, then run them over with that lawn mower. :)

No, not necessarily. I am late 20's. I am more creative than some people older than me, I am less creative than some people younger than me, and vice versa. Different people are creative with different situations - someone might be creative at visualizing and painting in watercolor, another in oils, another person might be creative with clay, another with music, and another person might be creative with woodworking or engineering electrical circuits.
Again, sometimes we think of young people as being more enthusiastic as older people, but that isn't necessarily true. A person's enthusiasm comes from their personality and their take on their own life situation at the time. You might have a young and enthusiastic person who so far as yet doesn't have a creative bone in his or her body, but who is stilll excited and energetic about a project. You could have an old, unenthusiastic person who puts together the most creative project you've every seen not because they were excited to do it, but because they did it in memory of or for someone else.

One thing that I will say is that, older people have experience on their side, so they may be able to be creative in ways that younger people would not be able to yet figure out on their own. However, older people have been made of their prior experiences and they are usually more stuck in their ways and have a set point of view from which they see things.

Younger people are more likely to see a situation or project with new - fresh eyes and they may see a possibility where an older person couldn't see it.
A project could really use creativity from both sets of people to be that more imaginative and impressive.

Creativity knows no age limit. Young people do bring an enthusiasm to a project that an older person like myself might not have. That doesn't mean I lack for enthusiasm, it just depends on the project. Older people often do take a narrower view than the young. One thing we older people have that the younger generations lack is experience. My son will come up with a workable solution to a problem and that's great...but often times I know a better way because of experience. I've learend a great deal from him because of his youthful way of approaching something however. So it's two way street. The older people need to open themselves up to new ideas...and the younger generations need to realize that just because there is grey on the roof doesn't mean there isn't a fire under it.

No.. everyone is different and has different levels of Creative capabilities. And the young generation, enthusiastic or not, also learnt, from those who have been here before us, the thought form for the Creation originally came from the Creators from and older generation/era/timeline in most cases.

No. Some of Picasso's best work was done in his seventies.

But by adding the word 'enthusiastic' you kind of make your question a foregone conclusion, so I wonder why you bothered asking the question in the first place.

there is this famous experiment. They put a shark in a aquarium and put a fish next to it, but in between them they insert a hard glass to spread them. so shark tries to eat the fish but hits its head to the glass, it tries again and again and it hits its head again and again. so it starts to think that trying to eat the fish hurts him so he stops trying . so they remove the glass and chase the fish towards him but he even doesn ot try to eat the fish because it thinks it will hit its head again. so if we apply this experiment to real life i think young people are more creative but as they face life and their heads to glasses they start to try less things and give up easily. young ones are more likely to try new things and they take risks more often.

i do cause they have the ability and desire to change their present conditions according to future plans.

another point, they usually have no kids or relations that make their minds busy
