Well i have two answers for this one ... and i have no idea which to choose , here goes nothing :
1. It suggests to have a dynamic life and don't stick around too much , things might get ugly
2. The more ... philosophical one : We see all our lives in different shades , the tree wets you when it's raining too , but comparing it to the rain it's almost negligible , and when the rain stops , you still get wet by the tree . Long story short ... it's all relative , today's good news might be tomorrow's bad news ... or something like that :)

It is an example of clining onto things. Lao Tzu encourages people to be like water and not strive with things. Sometimes things bring us comfort or make our lives easier for the time being, sometimes we are trying to help and we are useful for a time. After a while it is time to move on because you start being a hinderance or just otherwise unhealthy. For example. If you break your leg and the doctor recommends you use crutches they will be useful for the time until your leg heals. After your leg has healed you are no longer helping that leg by not using it and eventually you will loose function in that leg.

Relationships:
We turn to some of our loved ones for support and guidance in difficult times, however, the same person who once sheltered you from the storm can be the one to cause an equal amount of suffering and pain as they have sheltered you from!
