well i would guess that it all depends on the person. i personally feel that my mum & dads life has more value than mine as they have bought up 3 kids - i have none. i see my friends as all equal and people that go around murdering others have no value to me. (im sure if you ask their family they would think differently)

The only way I can see that being true is if the other person your talking about is a terrorist, paedophile, serial killer or Scottish then their life has no value at all.

If you mean monetary value, yes. In wrongful death suits, the court takes in the consideration the kind of person he/she was, married or unmarried, children or no children, how they contributed to society, etc.
