by deleting temp. it will not work. its happens to me also...
this is because of virus.
this virus make I-Explorer link with heavy programs (like adobe acrobat and firefox) you cannot do anything untill unless u clean virus...
So make your virus up to date and start windows in safe mode and scan full computer. I hope this will work...

Clear the History and File cache: Start IE, click on Tools, select Internet Options. Click the Delete Files, Delete Cookies and Clear History Buttons
Then download and run a couple of good spyware scanners like Ad-aware and Skybot Seek and Destory (both free at download.com). Run them to be sure that you do not have any spyware programs slowing your Internet access.

You might also check to see if you have spyware on your machine which could slow your PC down in general. Spybot and Adaware are two good spyware removal tools.

For 1st Use high speed internet Speed
For Second
Delete Temp files
Go to Tool ------>Internet option Tool------->Delete Cookes Delete files...................
